Incident Description:
I had my bike locked to the fence which separates my apartment building to the building next door. This area is locked and only people living in my building or the one next door have access to it. I had my bike locked up with another bike and so instead of having the padlock around the frame of the bike, I had the cable around the bikes and the padlock was connecting the cable. My bike had a black basket on the front and a light attached to the handle bars. The cable must have been cut because the fence was not broken.
