Incident Description: 
I saw how the theft occurred because the security guard at Target let me watch the security footage. The offender is a white male, roughly 140 pounds, with nearly shoulder length brown hair. He was wearing a red football jersey with white numbers, either 10 or 42 (I cannot remember which), and brown khaki shorts. He carried with him a back pack which had in it a circular saw that he used to cut my bike lock. He had with him a lookout, and this person stood on the corner and watched for cops while he stole my bike. He walked up to my bike at about 9:50 and it took him roughly 4-5 minutes to cut the lock. He rode south down Broadway on my bike. I have seen him before, and even saw him cut the lock off another bike using a circular saw. He will cut a lock in front of lots of people, and the Target security guard says he has done this multiple times before.
