Incident Description: 
Locked bike at the racks outside of the boat tender area at Monroe Harbor at 5:00pm. Returned just before 9:00pm and the rack I had locked my bike to was completely empty. Three teens were hanging around the rack, probably the ones that stole it by the way they responded to my questioning. I spoke to the people in the tender's office and they were not surprised that my bike was stolen from that rack. Said it happens all the time. Thanks for telling me when I spoke to you earlier while wearing my helmet!
