Incident Description:
Based on security footage obtained from the building, a male wearing a hat walked up between 9:20 and 9:30PM. The thief worked on the lock for about 3 minutes with a device that generated sparks and flashes of light. A piece of a link from the chain was found on the ground indicating some sort of grinder. The thief rode off on the bike.
