Looks like the person had a key to the building and stole the bikes along with all of the other valuables down there. We were away from the apartment and our neighbor who witnessed the incident mentioned that the thieves climbed up the fence to get to the balcony, threw the bike down and rode away on it.

On April 29 I found my bike locked up on the corner of Church and Benson in Evanston around 1pm. I had Evanston police come and cut the lock on my bike."
