Incident Description: 
Bike was left in front of busy library during rush hour near a library guard, next to 7-8 other bikes, and in front of people talking on cell phones during rush hour traffic in a rapidly gentrifying neighborhood. Guard refused to offer assistance (including her cell phone to file the police report) and police officer was similarly helpful.
