Incident Description:
I rode to the beach between North Avenue and Fullerton Beach. At about 4:30 pm I locked my bike to the rack along with my friends bike. The lock was a cable with a pad lock and was locked between both our tires and to the rack. At about 6:00 pm I walked to the rack and only saw my friends bike which was pushed onto other people's bikes and there was the cut cable on the ground.
