Incident Description: 
Bike was locked on state street directly in front of Harold Washington Library. It was locked to another bike and also to the bike post. We were inside the library from 6:10-7:00. When we came outside, the hybrid bike was missing along with the lock. It was still light outside and a lot of street traffic. It was 'parked' in front of the main library doors on state street in the loop. Someone must've just seen it, cut the lock quickly, and then ridden off with it. It was under surveillance cameras so the offender must have appeared confident.
