Incident Description: 
I parked my bike in the loading dock area in the back of BMO Harris Bank as a bank employee. They have outdoor bike racks but the loading dock is covered. It also is a secured area with cameras to both entrances of the dock, and security on hand during the day to pick up deliveries. Vehicles and delivery trucks may impede the cameras view of potential bike thieves. I have been parking my bike there for the last 2 months this summer, every day, from 8:30am to 5pm. I usually lock the frame and my rear wheel with the bike rack. Apparently, today I only locked the wheel, and not the frame, to the bike rack (locked to wheel on the outside of the frame), so they were able to quick release the rear wheel and take the frame along with the front wheel, and leave the rear wheel and lock left on the bike rack. This happened during the day, when security guards were present, however it may have been busy with deliveries so the thief may have gone unnoticed or hard to see by the cameras.
