My bike got stolen outside of 400 North McClurg Street, in the building complex above lizzie mcneil's.

I parked my bike and locked it to the bike rack right in front of the apartment building named CityFront Place at 400 N McClurg Ct. My bike is lightweight, two race tires, all black, and has only one hand brake on the right handlebar. It is a single speed chain.
I used a thin bike lock that someone must have used small blade pliers to cut through and steal the whole thing. They even stole the bike lock and also the bike.
I am attaching pictures to this so you can see exactly where the bike was stolen from right in front of cityfront place and next to the river. I had run back home to my apartment because I didn't bring any money for a taxi when I was helping my friend move his furniture into cityfront place. If anyone knows anything or how I can get access to the security camera on the street would be very helpful. I know it's just a bike, but I believe we should stop theft happening around our neighborhoods more than anything. This crime will only lead to more crime in the future unless we prevent it.
I did see a security camera on the street with access to record the bike rack where i locked my bike to. I was there today June 7th 2017 form 1:50pm to 5:00pm.
Please help me find these thief's and hopefully get my bike back. I have not filed a police report yet but going to now.
