Bike was locked to street sign at Wabash and Monroe. White male app. 6'0" 240 lbs. wearing red t-shirt, black adidas shorts with red stripes, red shoes. Lifted street sign out of the ground and took the bike toward Adams/Wabash train station in the loop.
