Incident Description:
I locked my bike to the rack near the Montrose Bird Sanctuary. There were other bikes locked to the rack and a lot of people around. locked the front wheel and frame to the bike rack along with my (white) helmet using a flexible U-lock that I have had for several years (used it with my previous bike). It is a very strong, thick cable that serves as a flexible U-lock.
