Incident Description:
Bike was locked in partially underground basement to woodenhandrail next to another bike. Was locked to the frame and the pole. Pole was ripped away from cement and bike slipped off. This was in the back of the building which has a back fence. They must have walked in from sidewalk and around back to look. Otherwise it is not visible from the street.
