Unfortunately I have no picture of the bike including the front rack since it was assembled only 3 days ago.

Tall, white man, age 25-30, with t-shirt and blue shorts walked across Halsted just south of Harrison with a yellow men's bike with drop handles. He parked but did not secure the yellow bike in front of the UIC Rec Center and talked to a witness for about 10 minutes. Then he cut the blue cable of the integrated key lock and rode south on Halsted. The cable-and-lock mechanism were not left behind, not was the black helmet with yellow reflective tape applied for his ability. A police report has been made with UIC and the bike is registered with CPD. The UIC registration site is not working properly, but it will soon be registered there as well.
